Foreigners can buy freehold property in designated areas across Dubai, which covers the majority of the most sought-after communities including Downtown Dubai, Dubai Marina, Palm Jumeirah, JVC, Business Bay and many more. There are no restrictions on nationality for freehold purchases in these zones.
A cash transaction typically completes in four to eight weeks from offer to title deed. If a mortgage is involved, the process takes eight to twelve weeks as both banks need to coordinate on the transfer. The NOC from the developer usually takes five to seven working days and is one of the key steps on the timeline.
As a buyer, you cover the 4% DLD transfer fee, trustee office fees of around AED 4,000 for properties over AED 500,000, and the agent commission of 2% of the purchase price. If you are buying with a mortgage, there is an additional 0.25% mortgage registration fee on the loan amount. Total transaction costs typically sit between 5% and 7% of the purchase price.
You do not need a pre-approval to view properties but it is strongly recommended before making an offer. A pre-approval from your bank confirms what you can borrow and puts you in a much stronger position when negotiating. Sellers in Dubai take finance-backed buyers more seriously when a pre-approval is already in place.
Form F is the official sales contract issued by the Dubai Land Department and is signed once both parties agree on the price and terms. It is the legally binding agreement between buyer and seller. At this stage, the buyer also provides a 10% deposit cheque held by the agent or a neutral third party until the transfer is completed.
